Our client, the Land Development Agency (LDA) is a key Government Commercial Semi-State Body that delivers social and affordable housing on State and other lands. It is overseen by an independent board of directors and is funded with €3.75 billion of equity capital committed by the Government. It is also permitted to borrow up to €1.25bn
The LDA has commenced construction on various state sourced lands and is currently working on about 20 direct delivery projects that can deliver over 8,000 homes. It is also delivering affordable housing by working with private sector on an initiative called ‘Project Tosaigh’, which will yield a further 5,000 homes on land provided by housebuilders.
Additionally, the LDA is working on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin and Sandy Road in Galway.

THE ROLE
The focus for the Planning Project Manager Role in the Strategic Planning Team is working primarily on a variety of strategic areas and planning and design related projects to support work on optimising relevant public lands and other lands, driving strategic land assembly and progressing masterplans or spatial frameworks for strategic development or regeneration areas in support of the LDA role and remit.
Qualifications & Experience
· To project manage, co-ordinate and progress spatial plans and masterplans and related projects and workstreams on strategic areas and LDA projects,
· To liaise with and co-ordinate stakeholders and partners, design teams and colleagues to ensure the delivery of robust, deliverable and ambitious plans that support with delivering compact urban growth and regeneration and support with optimising relevant state lands as appropriate.
· To identify areas with potential for development/ regeneration in support of LDA role and remit and create compelling visions, and progress plans to the delivery stage
· To Inform and help develop LDA’s overall strategy for land acquisition and development and strategic/regeneration areas.
· To work collaboratively with key partners and stakeholders to progress the development and agreement of plans/ masterplans and projects.
· To undertake early-stage analysis, due diligence and feasibility analysis of development potential.
· To undertake and manage procurement and management of multi-disciplinary teams to deliver projects of scale.
· To commission and progress analysis and recommendation of optimum delivery mechanisms.
· To ensure appropriate management and oversight of LDA’s interest in projects to achieve key outcomes and positive impacts in line with LDA remit.
· To ensure appropriate risk management and mitigation is in place and monitor
· To co-ordinate a wide range of stakeholders including those from the LDA, public, private and political sector.
· To manage a budget and ensure KPI’s and key deliverables are achieved on time and within budget
Person Specifications/Experience
· At least six years’ relevant planning or development experience in a project management role.
· Formal qualification is an advantage (RTPI/ IPI, RIAI) or equivalent in town planning, urban design, project management
· Experience of strategic area/ spatial planning /large-scale urban regeneration projects.
· Track record of progressing projects that demonstrate innovation in design and seek to achieve low carbon, climate resilient compact urban growth.
· Excellent project management skills.
· Track record of relationship building and stakeholder management skills.
· Demonstrable drive and track record of getting things done.
· Strong understanding of the planning, development industry and political landscape.
· Knowledge and an understanding of project viability assessments.
· Experience of dealing with or working in the State/ semi-State sector an advantage.
