Our client The Land Development Agency (LDA) is a key Government Commercial Semi-State Body that delivers social and affordable housing on State and other lands. It is overseen by an independent board of directors and the Government has committed to providing the LDA with €1.25 billion of equity which is drawn as required.
The LDA has commenced construction on various state sourced lands and is currently working on direct delivery projects that can deliver over 5,000 homes. It is also delivering affordable housing by working with the private sector on an initiative called Project Tosaigh, which will yield a further 5,000 homes.
Additionally, the LDA is working on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin and Sandy Road in Galway.
The Role
This is a new role and will offer the right candidate a fantastic opportunity to work on the commercial property element of a wide ranging and transformative projects across the country.
The successful candidate will be responsible for supporting the acquisition/construction, leasing and management of an array of commercial use spaces (non-residential) including retail, tenant amenity, office.
The ideal candidate will have broad commercial property experience and will possess the necessary technical and commercial acumen required to purchase, lease and manage commercial property. This will include an understanding of valuations and rates obligations as well as experience in commercial letting contracts.
The role will suit an ambitious and enthusiastic individual wishing to advance their career by entering the organisation at an early phase of its establishment with a view to exploring management opportunities as the LDA grows.
Role Purpose/Duties
- To provide Commercial Surveying services as appropriate in the acquisition, development, and management of LDA sites.
- Oversee the day-to-day management of a portfolio of commercial properties including regular site inspections, tenant queries, site staff support, arrears collection etc.
- Maintain regular contact with key stakeholders such as agents, tenants, building site staff, 3rd party suppliers & contractors as well as other stakeholders, legal, technical etc.
- Oversee the appointed agent as they preparate and manage annual service charge budgets and reconciliations and conduct rent review and lease renewal negotiations.
- Manage and maintain LDA in-house Property Database with all relevant asset information including Asset Registers and Lease details.
- Carrying out pre-purchase property inspections as required. Providing related reports, engaging consultants and preparing condition surveys and reports on Planning, Fire Safety, Insurance, Rates and Disability Access reports etc for internal review and action.
- Preparing tenders, supervising tendering procedures and putting together proposals.
- Identify, implement, and execute added value across our commercial portfolio via PPM and Lifecycle Management strategies.
- Liaising with maintenance contractors, procurement, and management of on-site works
- Support PM team in management of planned preventative maintenance, maintenance contracts, schedules, site safety files, health, and safety reports, site maps, leases, and all other statutory and legal documents.
- Ensure statutory compliance across portfolio in respect of Planning and Zoning Regulations, Health and Safety, Building Regulations and any other applicable legislation or regulation to the sites within their portfolio.
- Conduct cost comparisons for all site contracts including the monitoring of energy usage, develop sustainable solutions to reduce same and prepare annual operating budgets.
- Preparing weekly/monthly reports for internal meetings and project reviews.
- Ensure portfolio and external contractors comply with applicable, legislation, regulation, and best practice in the delivery of their services.
- Proactively Develop management and leadership skills to ensure career development.
- Other duties as may be required based on the evolving operational requirements of the LDA.
Person Specifications/Requirements
- SCSIS or other professional body membership desired with pathway identified to Chartered/full member Status.
- Excellent relationship management skills (both internal and external).
- High level of technical proficiency to enable communication in technical terms with relevant personnel.
- Detailed knowledge of the issues and developments and current thinking in relation to best practice in Asset Management as it relates to the role of Commercial Property Surveyor.
- An appreciation, experience and understanding for digital delivery and Tablet and reporting software.
- Previous management of sub consultants and contractors
- Must have own car and full, clean driving license.
