Job Title: Technical Services Officer, Senior Assistant - PPP Office
Locations: Dublin, Cork & Galway (various requirements)
Role Overview:
Join our client’s Public Private Partnership (PPP) Office within Capital & Estates to support the delivery and management of key capital projects, including primary care and community nursing units. You will provide project and contract administration support, oversee operational phases of PPP projects, and ensure compliance with technical, health, safety, and regulatory standards.
Key Responsibilities:
- Manage project administration systems for the PPP portfolio and other capital projects.
- Oversee PPP contract management during the 25-year operational phase.
- Develop and maintain safety systems, ensuring Occupational Safety & Health (OSH) integration into daily operations.
- Provide technical support, managing design, procurement, and project delivery from start to finish.
- Monitor contractor performance and manage stakeholder relations with internal and external parties.
- Ensure compliance with health, safety, and environmental standards for all buildings and services.
- Support the national PPP office with contract management, audits, and facility inspections.
- Assist with the planning and supervision of major & minor capital works under the PPP contract.
- Contribute to sustainable energy initiatives and compliance with EU procurement regulations.
Qualifications & Experience:
- Level 8 (or higher) qualification in Architecture, Engineering, or Surveying, accredited by a relevant professional institute (e.g., SCSI, RICS, Engineers Ireland, RIAI).
- At least 5 years’ experience in architecture, engineering, or surveying, with expertise in building construction/maintenance and mechanical/electrical services.
- High technical training and experience, with an understanding of healthcare facility requirements.
Skills & Competencies:
- In-depth knowledge of building construction, regulations, and health & safety standards.
- Proficiency in EU procurement legislation and health & safety requirements.
- Experience in managing and supervising multi-disciplinary teams and contractors.
- Strong communication, organizational, and leadership skills.
- Ability to work effectively with internal and external stakeholders.
