Health and Safety Advisor
CPL have partnered with Northern Ireland Civil Service (NICS) to recruit for a Health and safety Advisor (SO Grade) to join their team on a temporary contract with possibility of extension.
Hours – 37 hours per week
Pay Rate - £17.94 per/hr
Location – Knockview, Stormont Estate, Belfast
Benefits – 37 days holiday per annum
Key responsibilities will include:
· Contributing to the ongoing review of Health & Safety legislative capacity and capability, by regularly reviewing procedures and systems.
· Drafting, developing and delivering Health & Safety policies, safe working practices, checklists etc, in line with relevant Health & Safety legislation, to a diverse range of people / staff, ensuring that there is a fuller understanding of the Health & Safety risks, liabilities and legal responsibilities faced by Departments.
· Consider and advise on the duty of care responsibilities placed on Departments, to fully encompass all aspects of staff health, safety and welfare, in compliance with legislation and the NICS values and culture.
Main Job Activities
Health & Safety Advisors will undertake the following key activities:
· Assist with the development and deliver the annual Health & Safety work programmes. including Health & Safety projects, proactive and reactive monitoring of Health & Safety performance and liaison with co-locating Departments when required.
· Development and delivery of annual health and safety audit and inspection plans. Conduct and review risk assessments, providing advice as required and identify Health & Safety training needs and where applicable deliver Health & Safety awareness sessions.
· Attend meetings with management to provide effective and relevant Health & Safety advice when required, for projects / new pieces of work.
· Review and monitor incidents / accidents and / or dangerous occurrence reports, analyse incident reports to identify trends and conduct accident investigations / incident response inspections, providing practical advice as required.
· Draft responses to AQWs / DPA / FOI requests, where the subject matter relates to Health & Safety. Draft, review and monitor Health & Safety communications, including the maintenance of online Health & Safety material.
· Network and liaise with other Departments and organisations, including the Central Government Fire Safety Committee, Interdepartmental Health & Safety Forum, Northern Ireland Safety Group and the Health and Safety Executive Northern Ireland.
· Manage staff, where appropriate, including attendance and performance management, allocation of duties, conduct and discipline.
- Deputise at meetings as required including secretarial duties for various meetings / forums / committees.
Essential Experience/Qualifications
· A minimum of 2 years’ experience of effectively leading a team, communicating with staff and setting team priorities and goals to meet organisational business objectives.
AND
· A minimum of 2 years’ experience of managing the delivery of a quality service including identifying and implementing improvements to meet the requirements of a diverse range of customers.
AND
· Have a NEBOSH General Certificate in Occupational Safety and Health or equivalent; AND Have at least two years demonstrable, practical experience of delivering Health & Safety advice.
