Procurement Lawyer
Experienced in public procurement law and in a position to take up an initial 6 month contract? If you have circa 5 years experience as a Solicitor or Barrister, this is a fantastic opportunity to work with a leading organisation responsible for the oversight of financial institutions. You will provide expert advice on tender documentation and vendor communications, ensuring compliance with public procurement law, and you will also be responsible for reviewing and advising on third party terms and conditions.
- Review tender documentation and vendor communications as required. Ensure that documentation and communications are coherent, complete and compliant with all applicable procurement policies, legislation and guidelines. Engage legal advice as required, including formulating queries for a legal opinion, challenging advices and interpreting and communicating advices received;
- Provide continuous support, guidance and advice to the Procurement team in relation to the drafting and interpretation of tender documentation and vendor communications;
- Provide high quality advice in relation to the application of European and domestic public procurement rules and all applicable procurement policy and guidance, including internal controls;
- Working closely with buyers and business stakeholders to continually improve procurement processes and commercial outcomes, including risk analysis and lessons learned; Ensure internal procurement controls are observed and measured and that all procurement documentation is fit for purpose, appropriately stored, classified, shared and controlled. Develop and implement additional controls and processes where necessary, working as required with other teams within Procurement and with other stakeholders across the Bank;
- Support the management team in Procurement to review and respond to all internal and external audit queries received by the Sourcing team.
The successful candidate will hold a Level 8 degree in law or a business related discipline and the Diploma in Public Procurement Law is preferred. You will demonstrate a sound understanding of commercial/contract law. You should also b able to demonstrate experience and/or knowledge of the following :
- Applying stringent compliance standards at all stages of public procurement procedures and managing the execution and documentation of tender processes;
- Analysing commercial contracts for goods, supplies and works and advising on their administration;
- Review of tender specifications, evaluation methodologies and award criteria for tender documents and working with OGP documentation;
- Engaging and interacting at a senior level;
This role is offered on a hybrid basis, state of the art offices in Dublin 1. Initially offered on a 6 month basis with the potential of one 6 month extension.
